WinCC Unified is Siemens’ human machine interface and supervisory control software, engineered inside TIA Portal and running its runtime as an HTML5 web application rather than a Windows client. It comes in two runtime forms: Unified Comfort Panels, the physical operator panels at the machine, and Unified PC Runtime for plant-level supervisory systems. Options add historian archiving, alarm and event logging, calendar-driven scheduling, parameter control and a scripting layer built on JavaScript instead of the VBScript of the classic product. The name is a trap for buyers. Siemens sells three unrelated WinCC platforms: WinCC Unified, the classic WinCC V7 and V8 line, and WinCC OA, an entirely separate open architecture SCADA acquired from ETM and used for very large distributed systems such as CERN and airport infrastructure. They share a brand and nothing else. Unified is the forward path for TIA Portal projects; classic WinCC is supported to 2027 but frozen; OA remains a distinct product with its own licensing, engineering tooling and specialist contractor base. Unified is licensed by PowerTags, the count of externally connected process variables, and archived tags are counted and licensed separately from displayed tags. Projects that grow past a tag tier buy a step up rather than a small increment, and web clients need WebUX or Unified client licences on top. Sizing the tag count honestly at design time is the single thing that decides whether the licence bill is a rounding error or a line item.

There is no migration tool that converts a WinCC V7 project to Unified, so leaving the classic line before its 2027 support end means rebuilding screens, scripts and alarm configuration by hand.
Scripting moved from VBScript to JavaScript, which invalidates the script libraries in-house engineers accumulated over a decade on classic WinCC.
It is effectively bound to the Siemens controller stack; connecting Rockwell or Mitsubishi PLCs works through OPC UA but loses the shared tag database that is the main reason to buy it.
Three unrelated products share the WinCC name, and buyers who specify WinCC without saying Unified, V7 or OA regularly receive quotes for the wrong platform with different licensing and a different contractor pool.
