How is the order on a shortlist decided?

Published rating, highest first, with ties broken on the number of ratings behind the score and then on product name so the order never depends on which row happened to load first. Every shortlist states its own method at the top of the page.

Why do some categories have an audience page and others do not?

An audience page exists where the catalogue can actually support it. Enough tools in that category have to be priced and shaped the way that audience buys, or search has to show people already asking for it. A page that would have been built from four products and an assumption is not published.

Can a vendor pay to appear on a shortlist, or to rank higher on one?

No. Placement and ordering are not for sale, and no sponsorship changes the order of a shortlist or adds a product to one.

A tool I use is missing. Does that mean it was rejected?

No. A shortlist is capped, so absence usually means the page reached its limit rather than that anything was judged. The full category page lists everything the catalogue holds.

How current are the prices?

Every price is read from the vendor's own pricing page and carries a link to it. Where a vendor publishes no rate, the entry says so and describes the model they do describe rather than guessing a number.
