MSP quoting and proposal software from ScalePad, priced by published quote volume rather than by seat
As of 30 August 2026, Quoter starts at $299/month. Quoting software built for managed service providers and IT resellers, with distributor pricing feeds and PSA integration. Softwr lists it under Proposals. Quoter is made by ScalePad Software Inc., available on Web.
Overview
Quoter produces sales quotes and proposals for IT service businesses. It pulls product and pricing data from distributor feeds, applies templates and approval rules, sends a quote as an interactive web page that the customer accepts online, then pushes the accepted result into a PSA or accounting system so that procurement and invoicing follow automatically. It is now sold as ScalePad Quoter, part of the ScalePad product family alongside Lifecycle Manager, Backup Radar and ControlMap. The pricing model is the fact that changes a shortlist. Plans are 299, 449 and 599 USD per month and every one of them includes unlimited users, but they cap published quotes at 75, 150 and 250 per month respectively. Hit the cap and you can still draft quotes and publish revisions to existing ones, but new published quotes wait for the monthly reset or an upgrade. For an MSP with a large sales and service team that all issue occasional quotes, that is dramatically cheaper than per-seat proposal software. For a high-volume, low-value quoting operation it is the opposite, and the cost per quote is the number to calculate before signing. Buyers are managed service providers, IT resellers and telecom agents who quote hardware and recurring services together and need the result to reconcile with ConnectWise, Autotask or QuickBooks. The trade-off is specialisation: the product assumes MSP workflows, distributor catalogues and PSA reconciliation, so a professional services firm or an agency writing narrative proposals will find the configuration burden high and the document design options narrower than a general proposal tool.
The honest half
Concrete and checkable, so you can decide whether any of them matter to you. This is the half of a review a vendor will not write about Quoter.
Cross-shopped
Each pairing was judged by two reviewers asking whether a buyer would genuinely weigh the two against each other. The ones that failed were deleted rather than published.

Yes. All three plans include unlimited users; the metered resource is how many quotes you publish each month.
You can still draft quotes and publish revisions to existing quotes, but new published quotes resume at the monthly reset or after an upgrade.
It is designed for MSPs and IT resellers. It works for other resellers, but the distributor feeds and PSA integrations are the reason to buy it.

Softwr does not host reviews and shows no star rating for Quoter, because a rating we did not collect is not ours to publish. What is here is the pricing and platform detail from the vendor’s own pages, limitations we could state concretely, and alternatives a reviewer confirmed people weigh against it.
