Zoho Expense

Expense reporting and travel management at three dollars per user per month

As of 1 September 2026, Zoho Expense has a free plan and paid plans start at $3/month. One of the cheapest credible expense tools, at three dollars per user per month on annual billing with a free tier for three users. Softwr lists it under Accounting. Zoho Expense is made by Zoho Corporation, available on Web, iOS, Android.

Overview

What Zoho Expense does

Zoho Expense handles receipt capture, expense reports, approval routing, mileage, per diems, corporate card reconciliation, travel requests and a self booking travel desk on the Premium tier. It exports to Zoho Books and to third party ledgers, and it inherits Zoho's multi currency and multi entity handling, which is unusually thorough for the price. The distinguishing fact is the price itself. Standard is three dollars per user per month billed annually, five dollars monthly for Premium on annual billing, with a free plan capped at three users. That is roughly a fifth of what mid market rivals charge per seat, and it is possible because Zoho sells the wider Zoho One suite and treats Expense as an attach product. The catch a buyer should check is metering: AI receipt scans are allocated per user per month rather than unlimited, and additional users who create expenses are charged at the monthly rate, so a large occasional claimant population is not as cheap as the headline suggests. It is bought by cost conscious mid market companies, by existing Zoho customers extending the suite, and by international businesses that need per diem and multi currency handling without a six figure implementation. The trade off is that Zoho Expense is expense reporting, not spend management: it does not issue cards, so control is retrospective, and companies wanting to prevent out of policy spend at the moment of purchase need a card issuer alongside it.

What people use it for

  • A mid market company replacing spreadsheet expense claims without a five figure annual software budget
  • An existing Zoho One customer extending the suite so expense data lands in Zoho Books without integration work
  • A business with staff travelling across several currencies that needs automatic exchange rate handling on claims
  • A services firm rebilling project expenses to clients and needing them coded to projects at the point of claim

The honest half

Where it falls short

Concrete and checkable, so you can decide whether any of them matter to you. This is the half of a review a vendor will not write about Zoho Expense.

  • AI receipt scans are metered per user per month rather than unlimited, so heavy claimants exhaust the allowance and either scan manually or push the organisation to a higher tier.
  • Zoho Expense does not issue cards, so policy enforcement is retrospective and out of policy spend is caught after the money has left rather than declined at the terminal.
  • Additional users who create expenses are billed at the monthly rate rather than the annual rate, which makes a large population of occasional claimants more expensive than the headline three dollars implies.
  • Support quality is the recurring complaint across Zoho products, and at three dollars a seat there is no commercial room for the account management that mid market finance teams expect at renewal or during an audit.
  • Deep configuration such as complex approval matrices and custom fields is workable but fiddly, and there is no meaningful professional services organisation to hand implementation to.

Questions people ask

Each answer names the page it came from, so you can check it rather than take our word for it.

Is the free plan usable in production?

Only for three users. Beyond that you move to Standard, which has a three user minimum anyway.

Does Zoho Expense issue corporate cards?

No. It reconciles card feeds but does not issue cards, so you need a card programme elsewhere if you want spend blocked before it happens.

What is the real cost for a hundred users?

Around three thousand six hundred dollars a year on Standard annual billing, plus higher monthly rates for any additional occasional claimants beyond your licensed count.
