Overview
Textura Payment Management runs the invoicing cycle between a general contractor and its subcontractors: schedule of values, monthly pay applications, conditional and unconditional lien waivers, statutory declarations, compliance document tracking such as insurance certificates, and disbursement instructions to the bank. Oracle acquired Textura in 2016 for about 663 million dollars and sells it inside the Oracle Smart Construction Platform alongside Primavera and Aconex. The commercial model is the thing to understand before anything else. The general contractor signs the Oracle contract, but Oracle also charges each subcontractor on the project a usage fee calculated as a percentage of that subcontractor's contract value. For projects created after 19 January 2023 the published rate is 0.22 per cent of contract value with no minimum and a cap of 5,000 US dollars, reached at contract values around 2.3 million dollars. A sub-tier subcontractor pays a flat 100 dollars. So a trade contractor with a 500,000 dollar contract pays about 1,100 dollars to invoice a client who mandated the platform, and that trade contractor never chose the software. This is why Textura adoption is a political exercise on a job site rather than a procurement one. Buyers are large general contractors, developers and owners running commercial, healthcare and infrastructure work in North America, Europe and Australia, plus the lenders and title companies that want a defensible lien waiver trail. The trade-off is that the platform is built around the general contractor's risk position, not the subcontractor's cash flow, and the party paying the per-project fee has the least ability to influence how the system is configured.
