What Zencity does
Zencity aggregates unstructured resident feedback from social media, news, service request systems and its own survey instrument, and presents it to city leadership as sentiment and topic analysis. It was founded in Tel Aviv and sells largely to United States cities, counties and police departments, with city managers, communications directors and police chiefs as its usual buyers. The methodological argument is the reason to take it seriously and also the reason to interrogate it. Social listening on its own is a biased instrument: the residents who post about a city are younger, more online and more motivated than the residents who do not, and a city that governs by social sentiment governs for the people who post. Zencity pairs organic listening with sampled surveys delivered to a representative panel, and its acquisition of Elucd in 2021 brought in a community trust survey methodology used with police departments. When a city runs both, the gap between the two is often the most informative output: a topic dominating social feeds while barely registering in a representative sample is a real finding about attention rather than about priorities. The uncomfortable part belongs in any honest evaluation. Government analysis of residents' public social media speech attracts civil liberties scrutiny, and police use in particular has drawn criticism and public records scrutiny in United States cities. An agency buying this should expect to explain publicly what is collected, whether individuals are identified, and how the data is retained, and should have those answers before signing rather than after a reporter asks.
