What Fleet Complete does

Fleet Complete, founded in Toronto in 1998 as Complete Innovations, sells GPS vehicle tracking, powered and unpowered asset trackers, hours of service logging, dashcams and a field dispatch module. The vehicle devices are OBD-II or hardwired, the asset tags are battery powered, and everything reports into a web console with iOS and Android companion apps for drivers and technicians. The distinguishing thing is the route to market. Fleet Complete built its business on carrier partnerships rather than direct sales, and the product is resold under carrier branding by AT&T in the United States, Telus in Canada and operators elsewhere. Commercially this matters more than any feature: the subscription lands on your telecoms bill, the term is often tied to a wider carrier agreement, first-line support is the carrier help desk, and escalation to Fleet Complete engineering goes through the reseller. Buyers who negotiate hard on the carrier master agreement get better fleet pricing than they would get direct, and buyers who did not read that agreement find the tracking subscription renews on the carrier renewal cycle. The suite also carries the marks of acquisition. The hours of service product came from BigRoad, bought in 2017, and the European footprint came from Ecofleet and Visirun, which means separate apps, separate logins and uneven feature parity between regions. It suits mid-size mixed fleets in North America that already have a carrier relationship and want tracking, compliance and a few asset tags on one invoice. It suits poorly any organisation that wants a single deep platform with a large third-party integration ecosystem, because that is not what carrier-channel software is optimised for.

Where it falls short

Concrete and checkable, so you can decide whether any of them matter to you. This is the half of a review a vendor will not write about Fleet Complete.

  • Because most contracts are sold through a carrier, the commercial relationship, the service levels and the renewal date belong to the carrier, so a pricing dispute or a support escalation goes through a reseller who did not build the software.
  • Hardware is bundled into the subscription over a multi-year term, so a fleet that shrinks mid-contract keeps paying for units that are sitting in a store cupboard unless it negotiated a downsizing clause up front.
  • The product line was assembled by acquisition, so hours of service, European tracking and the core platform originated as separate products, leaving overlapping apps, duplicate logins and features that exist in one region but not another.
  • The third-party integration ecosystem is far smaller than the marketplaces run by Geotab or Samsara, so bespoke connections to a maintenance or payroll system usually mean building against the API yourself.
  • The web console and reporting look and behave like software designed a decade ago, and administrators who have used a newer platform will find the reporting builder slow and the exports rigid.
