- They diverge on capability: ACTIVE Network covers ACTIVENet, Regpack covers Conditional registration logic.

Where each one falls short
Documented limitations, not opinions. Every one is a constraint you would hit in normal use.
ACTIVE Network
- Revenue comes from registration processing rather than licence fees, so the vendor is aligned with transaction volume and not with the quality of the administrative experience.
- Passing the processing fee to participants is normal practice, which makes the cost invisible on the agency budget and visible to residents as a service charge at checkout.
- The ACTIVENet codebase is long-lived and parts of the administrative interface remain dated, with upgrade cycles driven by the parent rather than by agency requests.
- Support responsiveness is a persistent complaint among municipal customers, and escalation paths are slower than in a standalone software vendor.
- Because Global Payments owns the merchant relationship, moving off ACTIVE means changing processor as well as software, which usually requires a procurement process rather than a simple switch.
Regpack
- Plan prices are no longer published, so a buyer must enter a sales process before knowing whether the product is in budget, and cannot benchmark the quote against a list price.
- The conditional logic that makes it capable also makes it slow to configure, and complex registrations often take days of setup and testing rather than an afternoon.
- The applicant-facing interface is dated compared with modern form products, which matters when the form is the first impression a parent has of your programme.
- Because Regpack processes the payments, switching platforms means moving your merchant relationship and any stored instalment schedules, which raises the real cost of leaving well above the licence.
- Reporting is built around applicants and balances rather than programme analytics, so organisations wanting attendance, capacity or cohort analysis export the data elsewhere.

Answered from the vendors’ own pages
ACTIVE Network: Who owns ACTIVE Network?
Global Payments, which acquired it in 2017 for around 1.2 billion US dollars. It sits in the merchant solutions business.
Regpack: What does Regpack cost?
Plan prices are not published. Three tiers exist, SMB, Mid-Market and Mid-Market Plus, all annual and all quoted. The published number is the processing rate, from as low as 1.5%.
ACTIVE Network: How does ACTIVE make money?
Primarily from registration processing fees, charged as a percentage plus a fixed amount per registration.
Regpack: Is the 1.5% rate realistic?
It is the floor, dependent on volume and card mix. Ask for your quoted effective rate against your actual card mix rather than the advertised minimum.
ACTIVE Network: Can we absorb the fee instead of charging residents?
Yes, the agency chooses. Most pass it to the participant, which is why registrants see a service fee.
Regpack: Can it handle payment plans?
Yes, and that is one of its stronger areas: automatic instalments, deposits and partial payments with per-applicant balances.
ACTIVE Network: Is pricing published?
No. Both licence and processing rates are quoted per account.
Regpack: How hard is it to switch away?
Harder than most registration tools, because Regpack also processes your payments. Plan for moving merchant processing and any live instalment schedules.
