The short version

  • Each has a real cost: Oracle Textura Payment Management the subcontractors pay 0.22 per cent of their contract value to invoice a customer that chose the platform for them, which makes rollout a negotiation with every trade on the job and produces genuine refusals from small specialty contractors; Sitemark it only does solar, so a mixed renewables portfolio still needs a second platform for wind, storage and substations, and the consolidation argument for buying it collapses.
  • They diverge on capability: Oracle Textura Payment Management covers Pay application workflow, Sitemark covers Construction progress tracking.

What people use each for

The jobs each tool is most often brought in to do.

Oracle Textura Payment Management

  • A general contractor on a 200 million dollar hospital wants every lien waiver in the correct state form before funds leave the account, with an audit trail the title company will acceptnot Sitemark
  • A developer requires sub-tier visibility down two levels because a supplier lien on a previous project cost it a payment it had already madenot Sitemark
  • An owner-lender arrangement needs the upstream draw package to be assembled automatically from the approved downstream billings each monthnot Sitemark
  • A contractor operating across several US states wants the statutory waiver language selected by jurisdiction rather than by a coordinator with a template foldernot Sitemark

Sitemark

  • An EPC contractor on a multi-hundred-megawatt ground-mount plant that must report weekly installed counts to a lender and cannot do it by walking the rowsnot Oracle Textura Payment Management
  • An asset owner accepting a plant at provisional acceptance who needs documented evidence that what was built matches the issued design before signingnot Oracle Textura Payment Management
  • An operations team running annual thermographic inspection across a portfolio, wanting defects mapped to module positions so a technician goes straight to the faultnot Oracle Textura Payment Management
  • A developer comparing defect and underperformance rates across contractors and module suppliers to inform the next procurement roundnot Oracle Textura Payment Management

Where each one falls short

Documented limitations, not opinions. Every one is a constraint you would hit in normal use.

Oracle Textura Payment Management

  • The subcontractors pay 0.22 per cent of their contract value to invoice a customer that chose the platform for them, which makes rollout a negotiation with every trade on the job and produces genuine refusals from small specialty contractors
  • The fee is charged per project, so a subcontractor working ten projects a year for Textura-using general contractors pays ten times, and there is no annual cap across projects
  • Subcontractor-side usability is poor enough that trades routinely need coaching for their first pay application, and the general contractor absorbs that support burden even though Oracle collects the fee
  • It is an Oracle enterprise product, which means procurement, contract negotiation and an implementation partner, so the time from signature to first live project is measured in months and not weeks
  • Data export on project closeout is limited to reports and standard extracts rather than a full structured handover, so a contractor leaving the platform keeps the PDFs but loses much of the queryable payment history

Sitemark

  • It only does solar, so a mixed renewables portfolio still needs a second platform for wind, storage and substations, and the consolidation argument for buying it collapses.
  • Pricing is quoted on site count and unpublished variables, which penalises owners of many small distributed assets relative to one operator of a single large plant with the same total capacity.
  • You still need someone to fly the site, and Sitemark does not remove the drone operator cost, permits or airspace constraints; it monetises the data after the flight.
  • Automated progress counting depends on a clean, current design layout, and on projects where the layout changes weekly the comparison generates false deviations that erode trust in the numbers.
  • Thermographic defect detection needs the plant producing at sufficient irradiance, so inspection windows in northern latitudes are narrow and a missed window pushes findings into the next season.

Answered from the vendors’ own pages

Oracle Textura Payment Management: Who actually pays for Textura, the general contractor or the subcontractor?

Both. The general contractor pays Oracle a subscription that is not published. Each subcontractor is separately billed 0.22 per cent of its contract value per project, capped at 5,000 US dollars, with a flat 100 dollars for sub-tier contracts.

Sitemark: Is Sitemark priced per megawatt?

No. Sitemark states pricing is based on number of sites and other variables. Ask explicitly how a portfolio of small sites is treated, because per-site pricing is unkind to distributed assets.

Oracle Textura Payment Management: Can a subcontractor refuse to use it?

In practice no, if the prime contract mandates it, because pay applications are only accepted through the platform. Some subcontractors price the fee into their bid instead.

Sitemark: Do we have to use Sitemark drone pilots?

No. It accepts data from third-party drone operators, which lets you keep an existing flight contractor.

Oracle Textura Payment Management: Is Textura the same thing as Textura Payment Management?

Yes. Oracle sells one product under the name Oracle Textura Payment Management. There is no separate Textura product line to buy.

Sitemark: Does it cover anything other than solar?

No. It is built specifically around solar plant structures and defect types.

Oracle Textura Payment Management: Does it handle lien waivers outside the United States?

It has European and Australian variants with local payment and compliance handling, but the statutory lien waiver machinery is a United States feature and is the main reason to buy it.

Sitemark: Can we export our data?

Yes, orthomosaics, defect lists and reports export. Confirm the format and whether historical inspections remain accessible after a subscription lapses.

Sitemark: Where is the company based?

Leuven, Belgium, with customers across Europe, the Middle East, Asia and the Americas.
