The short version
- Each has a real cost: B2W Estimate pricing is not published anywhere, and the quote depends on estimator seats plus which of the four other B2W modules you take, so like-for-like comparison with HeavyBid or spreadsheets is impossible without going through a sales cycle; Oracle Primavera Unifier nothing works until it is configured, so the first useful business process is months away and usually costs more in partner services than the first year of licences; organisations that budget for software and not for implementation stall.
- They diverge on capability: B2W Estimate covers Production-rate estimating, Oracle Primavera Unifier covers uDesigner configuration.
- Prices and features above were last checked on 1 September 2026.

B2W Estimate

- A utility contractor wants the production rates used in the winning bid pushed into field logging so the superintendent is measured against the estimatenot Oracle Primavera Unifier
- An estimating department with four estimators needs several people working on separate sections of one bid without merging spreadsheets by handnot Oracle Primavera Unifier
- A contractor moving off HeavyBid wants a resource database it can reuse across estimating, dispatch and fleet maintenancenot Oracle Primavera Unifier
Oracle Primavera Unifier
- A state transport agency tracking dozens of concurrent projects funded from separate multi-year appropriations, where the audit trail on which fund paid for which change order matters more than scheduling detailnot B2W Estimate
- A university estates office that needs one cost sheet spanning design, construction and handover, with the asset data surviving into facilities management rather than being rekeyednot B2W Estimate
- A utility that must produce regulator-facing cash flow and capitalisation reports directly from the project controls system rather than from a spreadsheet reconciled once a quarternot B2W Estimate
- An owner already committed to Primavera P6 and Aconex that wants cost and contract control in the same estate rather than adding a separate construction ERPnot B2W Estimate
Where each one falls short
Documented limitations, not opinions. Every one is a constraint you would hit in normal use.
B2W Estimate
- Pricing is not published anywhere, and the quote depends on estimator seats plus which of the four other B2W modules you take, so like-for-like comparison with HeavyBid or spreadsheets is impossible without going through a sales cycle
- The system is worthless until your own crews, equipment and production rates are loaded, which is typically several months of a senior estimator's time before the first bid comes out
- It is aimed squarely at heavy civil self-performing work, so a general contractor whose bids are mostly subcontractor quotes gets very little from the production-rate engine
- The Trimble acquisition means the product now competes internally with other Trimble civil estimating assets, and buyers should ask directly about the long term roadmap for overlapping products before signing a multi-year term
- Reporting outside the Inform module is limited, so organisations that want bid analytics across years typically end up buying another module or extracting to a warehouse
Oracle Primavera Unifier
- Nothing works until it is configured, so the first useful business process is months away and usually costs more in partner services than the first year of licences; organisations that budget for software and not for implementation stall.
- Modules are licensed separately, so an organisation that starts with Project Controls and later wants facilities and asset management faces a second negotiation at whatever list price applies then, not the rate it originally agreed.
- Per-user licensing punishes occasional participants: a project sponsor who approves four invoices a year consumes the same licence as a full-time cost controller unless workflows are redesigned to keep them out of the system.
- Oracle's term licence pricing is a percentage of the perpetual list rising with duration, which means a one-year term looks affordable and then the renewal maths pushes buyers into long commitments they cannot easily exit.
- The interface is dated relative to modern construction software and field users resist it, so many implementations end up with Unifier as an office system and a separate mobile tool for site, which reintroduces the data gap it was bought to close.

Answered from the vendors’ own pages
B2W Estimate: Is B2W Estimate still sold under its own name?
Yes. Trimble acquired B2W in 2022 and continues to sell it as B2W Estimate within the Trimble Construction portfolio.
Oracle Primavera Unifier: Does Oracle publish Unifier pricing?
No. Unifier is quoted per user and per module through Oracle or a partner. Global price lists exist for some Primavera products but Unifier is negotiated.
B2W Estimate: Is there a perpetual licence?
Current sales are subscription based. Existing perpetual customers have been migrated toward subscription, so treat a perpetual arrangement as something to negotiate rather than assume.
Oracle Primavera Unifier: Is Unifier the same as Primavera P6?
No. P6 is scheduling. Unifier is cost, contract, change and asset management. Owners commonly run both and integrate them.
B2W Estimate: How does it compare with HeavyBid?
Both are production-rate estimators for heavy civil. B2W's argument is the shared resource database across estimating, field tracking, dispatch and maintenance; HeavyBid's is depth of bidding features and a large installed base in highway work.
Oracle Primavera Unifier: Can we still buy a perpetual licence?
Yes, perpetual licensing remains available alongside term licences, and Oracle prices terms as a percentage of the perpetual list. Check which your quote is based on.
B2W Estimate: Does it work for building construction?
Poorly. It assumes self-performed work priced by crew output. Vertical builders bidding mostly subcontracted scopes should look elsewhere.
Oracle Primavera Unifier: Who owns the data at project closeout?
The customer owns its data. Export is possible through the API and reporting layer, but configured business process records do not move cleanly into another system, so plan closeout extraction before you need it.
Oracle Primavera Unifier: Is it suitable for a general contractor?
Rarely. Unifier is built around the owner's funding and contract position. Contractors are usually better served by Procore or Autodesk Construction Cloud.
