The short version

  • Each has a real cost: Handoff pro and Scale require a 12 month commitment, so a seasonal remodeller who slows down over winter pays through the quiet months or stays on the more expensive month-to-month Flex tier; Oracle Primavera Unifier nothing works until it is configured, so the first useful business process is months away and usually costs more in partner services than the first year of licences; organisations that budget for software and not for implementation stall.
  • They diverge on capability: Handoff covers Estimate from description, Oracle Primavera Unifier covers uDesigner configuration.
  • Prices and features above were last checked on 1 September 2026.

The jobs each tool is most often brought in to do.

Handoff

  • A remodelling contractor who visits four kitchens a week and wants a priced proposal out the same evening instead of three days laternot Oracle Primavera Unifier
  • A roofing business whose owner writes every estimate personally and is the bottleneck on salesnot Oracle Primavera Unifier
  • A small builder who wants proposal, change order and invoice in one record so the final billing reconciles to what the client signednot Oracle Primavera Unifier
  • A contractor collecting payment by card who wants to cut the processing rate from 3.35 to 2.85 per cent by moving to the annual Pro tiernot Oracle Primavera Unifier

Oracle Primavera Unifier

  • A state transport agency tracking dozens of concurrent projects funded from separate multi-year appropriations, where the audit trail on which fund paid for which change order matters more than scheduling detailnot Handoff
  • A university estates office that needs one cost sheet spanning design, construction and handover, with the asset data surviving into facilities management rather than being rekeyednot Handoff
  • A utility that must produce regulator-facing cash flow and capitalisation reports directly from the project controls system rather than from a spreadsheet reconciled once a quarternot Handoff
  • An owner already committed to Primavera P6 and Aconex that wants cost and contract control in the same estate rather than adding a separate construction ERPnot Handoff

Where each one falls short

Documented limitations, not opinions. Every one is a constraint you would hit in normal use.

Handoff

  • Pro and Scale require a 12 month commitment, so a seasonal remodeller who slows down over winter pays through the quiet months or stays on the more expensive month-to-month Flex tier
  • AI-generated line item pricing is based on general cost data, not your suppliers or your subcontractors, so every estimate needs review and the time saving is smaller than the marketing implies once a real pricing catalogue is built
  • AI takeoff only appears on the 899 dollar Scale tier and is capped at plans of 5,000 square feet, which excludes most light commercial and larger custom homes
  • Flex includes only 50 AI credits a month and one pricing catalogue, which a busy estimator exhausts quickly, making the entry tier more of a trial than a working plan
  • It targets residential remodelling specifically, with no scheduling, no field production tracking and no job costing depth, so a growing contractor outgrows it and migrates to a full construction management platform

Oracle Primavera Unifier

  • Nothing works until it is configured, so the first useful business process is months away and usually costs more in partner services than the first year of licences; organisations that budget for software and not for implementation stall.
  • Modules are licensed separately, so an organisation that starts with Project Controls and later wants facilities and asset management faces a second negotiation at whatever list price applies then, not the rate it originally agreed.
  • Per-user licensing punishes occasional participants: a project sponsor who approves four invoices a year consumes the same licence as a full-time cost controller unless workflows are redesigned to keep them out of the system.
  • Oracle's term licence pricing is a percentage of the perpetual list rising with duration, which means a one-year term looks affordable and then the renewal maths pushes buyers into long commitments they cannot easily exit.
  • The interface is dated relative to modern construction software and field users resist it, so many implementations end up with Unifier as an office system and a separate mobile tool for site, which reintroduces the data gap it was bought to close.

Answered from the vendors’ own pages

Handoff: What does Handoff actually cost?

From 119 US dollars a month billed annually on Flex for two users, 239 on Pro for five users, and 719 on Scale which is the only tier with AI takeoff. Month to month prices are 149, 299 and 899.

Oracle Primavera Unifier: Does Oracle publish Unifier pricing?

No. Unifier is quoted per user and per module through Oracle or a partner. Global price lists exist for some Primavera products but Unifier is negotiated.

Handoff: Is the card processing fee on top of the subscription?

Yes. It is 3.35 per cent on Flex and 2.85 per cent on Pro and Scale, charged on payments you collect through the platform.

Oracle Primavera Unifier: Is Unifier the same as Primavera P6?

No. P6 is scheduling. Unifier is cost, contract, change and asset management. Owners commonly run both and integrate them.

Handoff: Does it do commercial construction?

No. It is built for residential remodelling scopes and its cost data and takeoff limits reflect that.

Oracle Primavera Unifier: Can we still buy a perpetual licence?

Yes, perpetual licensing remains available alongside term licences, and Oracle prices terms as a percentage of the perpetual list. Check which your quote is based on.

Handoff: Can I cancel monthly?

Only on Flex. Pro and Scale carry a 12 month commitment.

Oracle Primavera Unifier: Who owns the data at project closeout?

The customer owns its data. Export is possible through the API and reporting layer, but configured business process records do not move cleanly into another system, so plan closeout extraction before you need it.

Oracle Primavera Unifier: Is it suitable for a general contractor?

Rarely. Unifier is built around the owner's funding and contract position. Contractors are usually better served by Procore or Autodesk Construction Cloud.
