Survey tool bundled with Google Workspace that cannot be disabled separately from Drive and Docs

As of 31 August 2026, Google Forms is free to use. A form builder included in every Google Workspace edition and free with a personal Google account. Softwr lists it under Surveys. Google Forms is made by Google LLC, available on Web, iOS, Android.

Overview

What Google Forms does

Google Forms builds surveys and quizzes in the browser, with sections, response validation, quiz grading, file upload questions and responses that flow into a linked Google Sheet. It is bundled into every Workspace edition, from Business Starter through Enterprise, Frontline, Essentials, Education and Nonprofit, and is free with a personal Google account. There is no standalone product. The documented structural limits are modest and often misquoted: 300 pieces of content per form, which counts questions, descriptions, images and videos together rather than 300 questions, and 75 sections. A linked response sheet is bounded by the Sheets ceiling of ten million cells. Google publishes no maximum number of responses per form and no separate limits for free versus paid accounts. The governance shape is the reason to read past the feature list. Forms has no independent service toggle in the admin console; it is governed by the Drive and Docs service, so an administrator cannot switch off Forms for an organisational unit without also switching off Docs, Sheets, Slides and Drive for those users. Since June 2025 there are two Forms-specific per-unit settings, controlling whether users may share forms externally and whether they may respond to externally created forms, both on by default, but the underlying service remains bound to Drive. Data Regions does cover Forms, though only for data at rest and not during processing, and Business Starter gets no data regions at all. Forms is not supported by client-side encryption and is not named anywhere in the Assured Controls documentation. Buyers inherit it rather than choose it. The two traps worth planning around are retention and file uploads. Google Vault has no Forms-specific retention rule, hold or export; Forms files are reachable only as Drive objects, which means responses are reliably retainable only if they are routed to a linked Sheet, a first-class Drive object. And adding a file upload question forces every respondent to sign in to a Google account, which ends anonymity, excludes anyone without an account, and consumes the form owner personal Drive quota. Uploads are also disabled if the form lives in a shared drive, so the safe ownership pattern and the upload feature cannot be used together.

The honest half

Where it falls short

Concrete and checkable, so you can decide whether any of them matter to you. This is the half of a review a vendor will not write about Google Forms.

  • Forms has no service toggle of its own and is governed by the Drive and Docs service, so an administrator cannot disable it for an organisational unit without also disabling Docs, Sheets, Slides and Drive for those same users.
  • Data Regions covers Forms only for data at rest and not during processing, Business Starter gets no data regions at all, and Forms is excluded from client-side encryption and unmentioned in Assured Controls, so the residency guarantees are weaker than for Gmail or Drive.
  • Google Vault has no Forms-specific retention rule, hold or export, reaching forms only as Drive files, which means survey responses are reliably retainable only when they are routed to a linked Google Sheet.
  • Adding a file upload question requires every respondent to sign in to a Google account, which destroys anonymity and excludes anyone without one, and uploaded files consume the form owner personal Drive quota rather than an organisational pool.
  • File uploads are disabled when a form lives in a shared drive, so the ownership pattern that survives a staff departure and the upload feature are mutually exclusive, and a deleted owner Drive files are recoverable for only twenty days.

Can I buy Google Forms separately?

No. It is bundled with Drive and the Docs editors in every Workspace edition and is free with a personal Google account. There is no standalone SKU.

How many responses can one form take?

Google publishes no limit. The practical ceiling is the linked Google Sheet at ten million cells. The documented 300 figure is pieces of content per form, not questions and not responses.

Can I turn Forms off but keep Drive?

No. Forms is controlled by the Drive and Docs service toggle. You can restrict external sharing of forms per organisational unit, but you cannot disable Forms alone.

Are responses covered by Vault?

Only as Drive files. There is no Forms-specific hold or export, so route responses to a linked Sheet if they need to be retained or produced in discovery.
