Microsoft Forms

Microsoft Forms builds surveys, quizzes and polls in the browser, with branching, quiz grading, file upload questions and live response summaries. It ships as a service plan inside other products rather than as a purchasable item, appearing in Microsoft 365 Business Basic, Standard and Premium, Office 365 E1, E3 and E5, Microsoft 365 F3, the education A tiers and dedicated government variants. It is also available to anyone with a free consumer Microsoft account. Note that Microsoft 365 F1 does not include it while F3 does, a distinction that is commonly reported wrongly. Responses land in Forms own storage, uploaded files in the owner OneDrive or in SharePoint for group forms, and both definitions and responses are discoverable through Exchange mailboxes. Because there is no price, the meaningful comparison is against governance rather than against features, and that is where the surprises are. Microsoft states plainly that Forms is among the services that do not have specific commitments for data residency, offering only guidance about where data may be provisioned. Responses sit in the United States for most tenants, in the EU and EFTA macro region for EU tenants, and in Australia only for Forms provisioned after October 2022. Critically, the Advanced Data Residency add-on does not cover Forms; its in-scope list runs to Exchange, Teams, SharePoint, OneDrive, Purview and others, and Forms is absent. Buying the add-on does not relocate a single response. Buyers do not choose Microsoft Forms so much as find it already switched on. The trade-offs are administrative. An administrator cannot open another user responses while that account is active; ownership transfer refuses. They can once the account is disabled, and through premium eDiscovery, which covers form definitions and responses but is still labelled preview. If an account is hard deleted, or deleted more than thirty days ago, its forms are not recoverable at all. And the administrator settings that control external sharing are themselves restricted to education and Microsoft 365 Apps for business customers, so many commercial tenants have less control than the documentation implies.
