Often yes, at least in part. Reader capability determines which credential technologies work, and that hardware cost dominates the business case.
Osano: Does the free tier include the no fines guarantee?
No. The guarantee attaches to paid use of the consent product, and the free tier is capped at one domain and 5,000 monthly visitors.
HID Global: Are mobile credentials cheaper than cards?
