Overview
OnPay is an Atlanta-based payroll provider whose current software launched from a payroll bureau with roots going back decades. It runs payroll in all fifty US states, files and pays federal, state and local employment taxes, produces year-end forms, and includes basic HR functions such as onboarding, document storage, offer letters and organisation charts, plus benefits and workers compensation through an integrated brokerage. The commercial distinction is twofold. First, there is one plan rather than a ladder of tiers, so multi-state filing, unlimited pay runs, contractor payments and the HR tools are included rather than gated behind an upgrade, and there is no negotiation about which features you get. Second, it handles tax situations the volume providers handle badly or not at all: agricultural payroll on Form 943, clergy with housing allowance and exemption from Social Security withholding, restaurant tip credit and minimum wage make-up, and nonprofit and church payroll under 501(c)(3) rules. A farm or a church that has been rejected by a mainstream provider will find this decisive. Buyers are US small and mid-sized employers, typically 5 to 100 employees, including a heavy weighting of the vertical cases above. The trade-off is scope: this is payroll for the United States only, the HR functionality is administrative rather than a real HRIS, there is no native mobile application, and companies wanting time tracking, applicant tracking or performance management will buy them separately and integrate.
