As of 31 August 2026, Fillout has a free plan and paid plans start at $15/month. A form and survey builder that meters only responses, leaving forms and user seats unlimited even on the free tier. Softwr lists it under Surveys. Fillout is made by Restly, Inc., trading as Zite, available on Web, API.
Overview
Fillout builds forms, surveys, quizzes, scheduling pages and payment flows that run in the browser or embedded in a site. Its distinguishing behaviour is that it treats an external database as the system of record: a form can look up an existing Airtable, Notion, HubSpot or Salesforce record, prefill from it, and write back to it, rather than simply collecting rows into its own store. Roughly fifty native connectors cover content, customer relationship management, storage and messaging tools, with Zapier, Make and Relay behind them. The legal entity is Restly, Inc., a Delaware corporation now trading as Zite, with a registered mailbox address in Beaverton, Oregon and a team that is fully remote with no stated headquarters. The pricing shape is the reason people pick it. Forms and seats are unlimited on every plan, including Free, and the vendor states there are no per-seat charges. The only meter is responses per month: 1,000 on Free, 2,000 on Starter, 5,000 on Pro. Exceeding the quota does not stop collection, which is unusual; forms keep taking responses and you upgrade, buy bulk submissions or wait for the reset. For an organisation where twenty people each build a handful of forms, a product that charges nothing per seat is structurally cheaper than any competitor charging per editor, and that gap widens with headcount rather than with volume. Buyers are operations and revenue teams already running on Airtable, Notion or HubSpot who want a front end onto that data. The trade-offs are two, and both sit outside the price table. Business is marketed with unlimited responses, but the fair use policy names concrete intervention thresholds, above 30,000 submissions a month, 250,000 in total, 500 forms on one account or 50 GB of uploads a month, at which the vendor may limit or suspend features. And EU based hosting is available only from the Team plan, at 250 USD per month against Business at 75, and even then it is not automatic: you upgrade and then email support to be moved.
