Euna Solutions

Budgeting, procurement, grants and payments software for the public sector, formerly GTY Technology

As of 31 August 2026, Euna Solutions's pricing is not published; the vendor quotes on request. The rebrand of GTY Technology, assembled from acquisitions including Bonfire, Questica, eCivis and CityBase, now sold as one Euna suite. Softwr lists it under Government. Euna Solutions is available on Web.

Overview

What Euna Solutions does

Euna Solutions sells cloud software to state and local government, education and special districts across four lines: Euna Budget for budget preparation and transparency, Euna Procurement for sourcing and contract management, Euna Grants for federal and state grant lifecycle management, and Euna Payments for citizen payment collection, plus a special education module. The distinguishing fact is its origin. GTY Technology was a special purpose acquisition vehicle that bought Bonfire, Questica, eCivis, CityBase, Sherpa and Open Counter in 2019, then rebranded to Euna Solutions in 2023 under GI Partners ownership. Each Euna product is one of those acquisitions with a new name. That matters commercially in two directions: each module has real depth because it was a standalone product with its own customers, and the promise of an integrated suite is still being delivered rather than already true. Buyers are cities, counties, school districts and state agencies, particularly those needing federal grant compliance after large federal funding programmes put reporting obligations on jurisdictions with no system to meet them. The trade-off is that Euna competes against both single-product specialists with deeper features and full ERP vendors offering one throat to choke, and it sits uncomfortably between them until suite integration is complete.

What people use it for

  • A county administering federal grant funds that must produce subrecipient monitoring and reporting an auditor will accept
  • A city whose budget process runs on a chain of spreadsheets that nobody can reconcile before the council meeting
  • A school district needing sealed electronic bidding with scored evaluation and an audit trail
  • A jurisdiction wanting a public transparency portal for budget and spending without building one

The honest half

Where it falls short

Concrete and checkable, so you can decide whether any of them matter to you. This is the half of a review a vendor will not write about Euna Solutions.

  • The suite is assembled from six or more separate acquisitions and integration between modules is still being completed, so a buyer purchasing two modules should ask precisely what data passes between them today rather than on the roadmap.
  • No pricing is published at any level and terms are typically multi-year, so budgeting the true cost requires obtaining peer jurisdiction contracts, which is possible but slow.
  • Individual modules face specialists with deeper functionality, so a jurisdiction buying only procurement or only budgeting may get less capability than from a single-product vendor at similar cost.
  • Ownership has changed twice in six years, from a SPAC to private equity, and further change is plausible, which creates roadmap uncertainty over the length of a typical multi-year public sector contract.
  • Grant management depth is oriented to United States federal and state programmes, which makes the product close to useless to public bodies outside that funding system.

Which product was Bonfire?

Bonfire is now Euna Procurement. Questica became Euna Budget and eCivis became Euna Grants. Ask which underlying codebase a demo is showing.

What does it cost?

Not published. Modules are quoted individually by jurisdiction size and users, usually on multi-year terms and often available through cooperative purchasing contracts.
