Twilio: Broader channels and a much larger ecosystem, at a higher price per message and per minute

SMS and voice APIs priced to undercut the larger aggregators
As of 31 August 2026, Plivo's pricing is not published; the vendor quotes on request. Messaging and voice APIs with a public per-country rate card, positioned on price against the market leader. Softwr lists it under Telecommunications. Plivo is available on Web, API.
Overview
Plivo provides SMS and MMS, programmable voice, phone numbers and a contact centre product built on the same stack, with per-destination pricing published openly and direct carrier connections in its major markets. It competes primarily on unit price and makes that comparison easy by listing rates per country. For a product sending millions of messages a month, a fraction of a cent per message is the difference between a channel that works economically and one that does not, so this is a rational basis on which to choose. The qualification buyers consistently miss concerns the United States. American A2P messaging requires 10DLC registration, and the registration fees and per-segment carrier surcharges that come with it are pass-through costs set by The Campaign Registry and the mobile networks, not by the vendor. They are therefore identical whichever provider you use, which means a migration undertaken to cut the US messaging bill saves less than the rate card comparison implied. It is bought by high volume transactional senders and notification-heavy products. The trade-off is a narrower feature surface than the leader and tiered support, where the entry tier is not appropriate for traffic a business depends on.
The honest half
Concrete and checkable, so you can decide whether any of them matter to you. This is the half of a review a vendor will not write about Plivo.
Cross-shopped
Each pairing was judged by two reviewers asking whether a buyer would genuinely weigh the two against each other. The ones that failed were deleted rather than published.

Partly. The per-message rate may fall, but 10DLC brand and campaign fees and the per-segment carrier surcharges are pass-through costs that are the same whichever provider you use.
Yes, as a per-destination rate card covering SMS and voice by country, so you can model your own destination mix before contacting sales.
Generally cheaper per unit on the same routes and narrower in scope. Twilio wins on ecosystem, channel breadth and documentation.
