What Hapara does
Hapara is a classroom management layer built on top of Google Workspace for Education. Teachers see the Drive folders and documents of every pupil in a class in one dashboard, watch open browser tabs live during a lesson, close or focus tabs on pupil devices, and build differentiated assignments where different groups receive different resources. It originated in New Zealand and is used mainly in Chromebook districts in the United States, Australia, New Zealand and the United Kingdom. The distinguishing thing is scope. Where a general web filter sits at the network and blocks categories, Hapara operates at the level of a class and a lesson, so the unit of control is a teacher and thirty pupils for forty minutes rather than a district and everyone all the time. That is a better fit for teaching and it is also why it deserves a warning that the vendor will not print. Live tab viewing and remote tab closing are surveillance capabilities. On a school owned device during a lesson that is defensible classroom management. On a take home device in the evening it is a school watching a child at home, and the technical difference between those two situations is a configuration setting, not a product boundary. Schools should set the monitoring window deliberately and tell families what it is. Buyers are instructional technology coaches and heads of digital learning, usually in districts already committed to Chromebooks and Google Classroom. The trade off is dependency. Hapara adds almost nothing to a school not standardised on Google Workspace, and if the school moves to Microsoft the product loses most of its value. Hapara operates as a school official under FERPA and relies on district consent for COPPA, and it is a Student Privacy Pledge signatory, but a pledge signature says nothing about how wide a monitoring window the district itself chooses to configure.

- It layers on top of district filtering rather than replacing it, so schools still pay for a separate filtering and safeguarding product and manage two sets of rules.
- Value depends entirely on teachers using it in the moment. Schools that buy it without sustained classroom coaching see licences renewed on the basis of installed count rather than actual use.
- Pupil awareness of monitoring changes behaviour in ways the analytics do not show, and older pupils move activity to personal phones, which produces a dashboard that looks compliant and is not.

Does Hapara monitor pupils at home?

Is it FERPA and COPPA aligned?
Yes. Hapara contracts as a school official under FERPA, relies on district consent for COPPA, and is a Student Privacy Pledge signatory. That does not decide how widely a district should configure monitoring.
Do we still need a web filter?
Yes. Hapara adds class and lesson level control on top of district filtering. It is not a replacement for a filtering and safeguarding platform.
