No. The source is not open. The Community Edition is free of licence fee for up to 50 named users under a revocable licence, which is not the same thing.
Fulcrum: How much does Fulcrum cost per user?
Professional and Elite plans cost $43 per month for monthly billing or $55 per user per month when billed annually. Enterprise pricing is custom and requires contacting Fulcrum.

No. Aras sells subscription only. If a perpetual PLM licence is a procurement requirement, Aras is out.
