What Panorama Education does

Panorama Education sells surveys and an analytics platform to school districts in the United States. Districts survey pupils on topics such as sense of belonging, teacher pupil relationships and self management, survey staff and families on school climate, and then view the results alongside attendance, behaviour and assessment data. The Student Success product tracks pupils through multi-tiered systems of support, recording which intervention was applied to which pupil and whether the indicators moved. The distinguishing quality is that Panorama is a measurement company, not a system of record, and its surveys are psychometrically constructed rather than assembled locally. That is the commercial case, because a district can compare its results against a national comparison set instead of against its own guesswork. It also produces the risk that no vendor page states plainly. Social and emotional survey responses are self reported statements by children about their feelings, relationships and home life, and they are held about named pupils. That is a more sensitive category than a grade, it has attracted organised parental objection in several states, and districts that adopted it without a clear consent, retention and access policy have had to defend it publicly afterwards. Buyers are assistant superintendents for teaching and learning, and district research or assessment offices. The trade off is what happens after the report. Survey and screening data is only worth collecting if the district has intervention capacity to respond to it, and a district that buys measurement without staffing response ends up with well evidenced problems and no change. Panorama contracts as a school official under FERPA, relies on district consent rather than parental consent for COPPA, and is a Student Privacy Pledge signatory, but districts should still decide whether SEL screening is opt in or opt out locally.

Where it falls short

Concrete and checkable, so you can decide whether any of them matter to you. This is the half of a review a vendor will not write about Panorama Education.

  • Social and emotional survey responses about named children are more sensitive than grades, and districts that adopt without an explicit consent, retention and access policy have found themselves defending the programme to parents after the fact.
  • Measurement without intervention capacity produces documented problems and no change, and the annual renewal then has to be justified on data the district could not act on.
  • Survey fatigue is real. Pupils who are surveyed repeatedly answer less carefully, which degrades the comparison the district paid for.
  • The platform depends on clean feeds from the student information system, so districts with poor data hygiene get risk flags built on wrong enrolment and attendance data.
  • Comparison against a national set invites league table thinking inside a district, and school leaders whose climate scores are compared publicly start managing the survey rather than the climate.

Do parents have to consent to SEL surveys?

Under FERPA and COPPA the district can consent as the school official, but several states and many districts require parental notification or opt out for social and emotional screening. Decide the local position before the first administration, not after the first complaint.

Is Panorama a student information system?

No. It reads from one. It is a measurement and intervention tracking layer and does not hold the official education record.

Has it signed the Student Privacy Pledge?

Yes. That commits it on data use and retention. It does not answer the separate question of whether your district should screen pupils on social and emotional measures at all.
