The short version

  • Each has a real cost: Gaggle pricing is quoted per student per year with no published rate, and because it is charged on total enrolment rather than on accounts actually monitored, small districts pay a markedly higher effective rate than large ones.; Skyward no pricing is published anywhere, so the only way to learn what a district of your size pays is to enter a sales cycle, and comparative quotes across vendors are hard to obtain before a board meeting deadline.
  • They diverge on capability: Gaggle covers Content scanning, Skyward covers Qmlativ SIS.
  • Prices and features above were last checked on 31 August 2026.

What people use each for

The jobs each tool is most often brought in to do.

Gaggle

  • A district whose board has adopted a suicide prevention policy that requires someone to act on a written disclosure within hours, at any time of yearnot Skyward
  • A district with no counselling capacity to triage automated alerts and that would otherwise ignore themnot Skyward
  • A district already running a web filter that produces safety signals nobody reads, wanting them routed to a staffed review servicenot Skyward
  • A district responding to a specific incident where a warning sign existed in a student document and nobody saw itnot Skyward

Skyward

  • A district of 8,000 students that wants payroll, position budgeting and the SIS on one vendor contract instead of paying an integrator to reconcile employee records nightlynot Gaggle
  • A Wisconsin or Texas district where state submission deadlines are the dominant compliance burden and prebuilt state packs remove weeks of extract worknot Gaggle
  • A district still on the older PaC client-server product deciding whether to migrate to Qmlativ or replace the SIS outrightnot Gaggle
  • A county government buying the finance and HR half on its own, separate from any school usenot Gaggle

Where each one falls short

Documented limitations, not opinions. Every one is a constraint you would hit in normal use.

Gaggle

  • Pricing is quoted per student per year with no published rate, and because it is charged on total enrolment rather than on accounts actually monitored, small districts pay a markedly higher effective rate than large ones.
  • False positives are structural, not a tuning problem: fiction assignments, song lyrics, health coursework and jokes between friends all trigger review, and each escalation consumes counsellor time the district funds itself.
  • The service reads children's private writing on school accounts, and civil liberties groups have documented cases where flagged content led to outing LGBTQ students or to discipline rather than support, which is a governance risk a board must accept explicitly.
  • Coverage is limited to district-issued accounts, so a student using a personal phone, a personal email address or an encrypted messaging app is invisible, which is where much of the behaviour the district worries about actually happens.
  • Escalation depends on the district maintaining accurate contact lists and staff who answer calls; when a named contact leaves and the list is stale, the service escalates into a void and the district only discovers it after an incident.

Skyward

  • No pricing is published anywhere, so the only way to learn what a district of your size pays is to enter a sales cycle, and comparative quotes across vendors are hard to obtain before a board meeting deadline.
  • State reporting depth is uneven: the packs are excellent in the states where Skyward has a large installed base and thin elsewhere, so a district in a low-penetration state inherits reporting work the vendor absorbs for others.
  • The third-party integration ecosystem is much smaller than PowerSchool's, so an edtech tool your teachers want may support the market leader first and Skyward months later or not at all.
  • Two product generations are still live and the migration from PaC to Qmlativ is a project in its own right, meaning a district can be paying for a modernisation programme rather than new capability.
  • Buying SIS and ERP from one vendor concentrates risk: a pricing increase, an ownership change or a product direction you dislike affects enrolment, payroll and the general ledger simultaneously, and unpicking that is a multi-year replacement rather than swapping one system.

Answered from the vendors’ own pages

Gaggle: How much does Gaggle cost?

It is quoted per student per year based on enrolment and requirements. No rate card is published, and effective rates fall substantially with district size.

Skyward: Was Skyward bought by PowerSchool?

No. Skyward remains an independent company based in Stevens Point, Wisconsin, and competes directly with PowerSchool in the K-12 SIS market. It is one of the few SIS vendors of scale not owned by a private equity roll-up.

Gaggle: Is the tipline an extra charge?

No longer. From 1 July, districts on the full Safety Management solution get SpeakUp for Safety and the web filter safety integration at no additional cost; each previously carried a per-student charge.

Skyward: Is pricing per student?

Yes, the student system is generally quoted per student per year with the finance suite priced separately, but no rate card is published and discounts vary heavily by district size and term length.

Gaggle: Do humans read every alert?

Trained reviewers assess flagged items before escalation. That human layer is the core of the service, not an optional tier.

Skyward: Can we buy just the finance and HR suite?

Yes. School Business Suite is sold on its own, and there is a municipality edition for city and county government with no school component.

Gaggle: Does it monitor personal accounts or phones?

No. It covers district-issued Google or Microsoft accounts. Personal devices, personal accounts and encrypted apps are outside its reach.

Skyward: What is the difference between Qmlativ and PaC?

PaC is the older client-server generation and Qmlativ is the current browser-based product. New districts buy Qmlativ; existing PaC districts are being migrated.

Gaggle: What are the privacy obligations?

Districts sign a data processing agreement covering FERPA and applicable state student privacy law. Negotiate retention and scope in that document rather than relying on the marketing page.
