Where each one falls short

Documented limitations, not opinions. Every one is a constraint you would hit in normal use.

Euna Solutions

  • The suite is assembled from six or more separate acquisitions and integration between modules is still being completed, so a buyer purchasing two modules should ask precisely what data passes between them today rather than on the roadmap.
  • No pricing is published at any level and terms are typically multi-year, so budgeting the true cost requires obtaining peer jurisdiction contracts, which is possible but slow.
  • Individual modules face specialists with deeper functionality, so a jurisdiction buying only procurement or only budgeting may get less capability than from a single-product vendor at similar cost.
  • Ownership has changed twice in six years, from a SPAC to private equity, and further change is plausible, which creates roadmap uncertainty over the length of a typical multi-year public sector contract.
  • Grant management depth is oriented to United States federal and state programmes, which makes the product close to useless to public bodies outside that funding system.

Zencity

  • Social listening is structurally biased toward residents who post, so a city using the listening product without the survey product will consistently mistake volume for consensus.
  • Government analysis of residents' public speech, particularly by police departments, has drawn civil liberties criticism and records request scrutiny in United States cities, and agencies need a public answer ready before signing.
  • Sentiment classification of local slang, sarcasm and non English posts is imperfect, and a misclassified theme presented in a leadership briefing can be acted on before anyone checks the underlying posts.
  • Survey sample sizes at neighbourhood level are often small, so the district level breakdowns that councils most want are the least reliable numbers in the report.
  • It reports on opinion without connecting to service delivery systems, so acting on a finding remains a separate manual process in whatever operational software the agency runs.

Answered from the vendors’ own pages

Euna Solutions: Is this the same company as GTY Technology?

Yes. GTY Technology rebranded to Euna Solutions in 2023. The individual products came from acquisitions including Bonfire, Questica, eCivis and CityBase.

Zencity: Is this surveillance of residents?

It analyses publicly posted content and aggregated survey responses rather than private accounts, but the distinction has been contested publicly, especially for police use. Prepare an explanation before procurement.

Euna Solutions: Which product was Bonfire?

Bonfire is now Euna Procurement. Questica became Euna Budget and eCivis became Euna Grants. Ask which underlying codebase a demo is showing.

Zencity: Why pair listening with surveys?

Because the people who post are not representative of the people who live there. The gap between the two datasets is often the most useful output.

Euna Solutions: What does it cost?

Not published. Modules are quoted individually by jurisdiction size and users, usually on multi-year terms and often available through cooperative purchasing contracts.

Zencity: What did Zencity acquire?

Elucd, in 2021, which brought community trust survey methodology used with police departments.

Euna Solutions: Do the modules actually share data?

Partially, and it varies by pair. Get the specific integration between the modules you are buying demonstrated on real data before signing.

Zencity: Can residents find out what our city bought?

Yes. These are public contracts and several have been obtained and published through records requests.
