Depending on the communication model selected, some CS3000 configurations carry no annual data or subscription fee, and some include a 4G modem with ten years of cellular data. Confirm which model your quote covers.

Yes. Sedaru is built on the ArcGIS geodatabase and the Esri licence is a separate purchase from Esri, not part of the Sedaru subscription.
