TestRail: Do read-only stakeholders need a licence?

Yes. Access is per named user, so anyone who logs in to view results consumes a seat, and reports have to be emailed out to avoid that.

Qase: Does it run tests?

No. It records what was run and what happened. Execution stays with your framework or your testers.
