Yes. Podman is open source with no licence fee, for personal or commercial use.
ConfigCat: Is the free tier usable?
For small projects yes, but at 10 flags and 2 environments it will not cover a dev, staging and production setup.
Podman: Can Podman replace Docker?
For most everyday use, yes. The CLI is deliberately Docker-compatible and many teams alias docker to podman. Gaps appear mainly around Docker Compose and Docker Desktop-specific features.
ConfigCat: Can it run A/B tests?
It can split traffic, but there is no statistics engine. You need a separate analytics tool to decide a winner.
