Togetherwork, which acquired it in 2016 and is itself owned by GI Partners. It is not a Ministry Brands product.

iClassPro: Does iClassPro charge by number of students?

No. Pricing is flat per location: 139, 199 or 299 USD a month depending on tier, regardless of enrolment.
