- The Community Edition is capped at 50 named users, gets only annual releases and excludes Aras-performed upgrades, so it is a genuine free tier but a deliberately awkward place to stay.

No. The source is not open. The Community Edition is free of licence fee for up to 50 named users under a revocable licence, which is not the same thing.
Siemens WinCC Unified: Should I buy WinCC Unified or WinCC V7?
Unified, for any new project. V7 and V8 receive no new features and support ends in 2027.
Aras Innovator: Can I buy a perpetual licence?
No. Aras sells subscription only. If a perpetual PLM licence is a procurement requirement, Aras is out.
Siemens WinCC Unified: Is WinCC OA the same product?
No. WinCC OA came from ETM, has its own engineering environment and licensing, and is aimed at very large distributed systems. It shares only the brand.
