What Xray Test Management does

Xray adds test case, test plan and test execution objects directly into Jira as native issue types, so requirements, defects and test runs sit in the same tracker rather than a separate tool. It supports manual and automated tests, Gherkin-based BDD, and imports results from CI pipelines via its REST API, with traceability reports linking tests back to requirements and defects. The distinguishing fact is how it is billed. Xray is sold through the Atlassian Marketplace and its tier is set by the total number of users on the Jira instance it is installed into, not by the number of people using Xray. A 300-person Jira instance with fifteen testers pays the 300-user tier. Since October 2025 the Marketplace has also billed on peak user count within the billing period, so a temporary headcount spike during a hiring push or a contractor rollout can push the account into a higher tier even though nothing about the testing work changed. Buyers are QA teams already committed to Jira as the system of record who want traceability without exporting to a separate test tool. The trade-off is cost growth tied to company headcount rather than to testing activity, and a Cloud versus Data Center split (the on-premises edition, aimed at organisations that already self-host Jira) with different pricing and feature timelines.

Pricing follows total Jira user count, not Xray user count, so a large company with a small QA team pays for hundreds of seats it does not use for testing.
Since October 2025 billing is based on peak users within the period, so a temporary contractor surge or acquisition-driven headcount bump can push the account into a costlier tier retroactively.
It only exists as a Jira add-on, so a team that is not already on Jira gains nothing by evaluating it; there is no standalone product.
Cloud and Data Center are separately licensed and diverge in feature timing, so a company migrating from self-hosted Jira to Cloud has to re-evaluate the Xray purchase, not just move data.
Heavy customisation of test workflows inside Jira increases the risk that a Jira version upgrade or a Xray version upgrade breaks configured automation rules.
