No. It ships no game content and no BIOS images. Whether your setup is lawful depends on what you supply and where it came from.

Three years of historical match data across Dota 2 and CS2, totalling more than 350,000 matches, plus live tournament data from official providers. Bookmaker odds are explicitly not used as an input to the model.
