The short version

  • Each has a real cost: ExpressVPN ownership passed in 2021 to Kape Technologies, formerly Crossrider, whose earlier browser extension platform was widely used to distribute adware, and Kape also owns VPN review publications, so nominally independent rankings a buyer consults may originate inside the same corporate group.; Qualys VMDR licensing is per asset and each capability is its own subscription, so patch management, endpoint detection, web application scanning, container security and policy compliance are separate line items, and the platform demonstrated in a proof of concept is rarely the platform in the quote.
  • They diverge on capability: ExpressVPN covers TrustedServer, Qualys VMDR covers Cloud Agent.
  • Prices and features above were last checked on 30 August 2026.

What people use each for

The jobs each tool is most often brought in to do.

ExpressVPN

  • A buyer who wants the largest available body of published third-party audit evidence behind a no-logging claimnot Qualys VMDR
  • Households wanting whole-network coverage through a router without configuring firmware by handnot Qualys VMDR
  • Frequent travellers who need connections that survive switching between mobile data and hotel Wi-Fi without droppingnot Qualys VMDR
  • Non-technical users who want the kill switch and DNS handled correctly by default rather than configurednot Qualys VMDR

Qualys VMDR

  • A hybrid workforce where scheduled network scans miss most laptops and continuous agent-based assessment is the only way to get real coveragenot ExpressVPN
  • PCI DSS external scanning where an approved scanning vendor report is a contractual requirementnot ExpressVPN
  • An estate spanning datacentre, multiple public clouds and endpoints that needs one vulnerability view rather than three toolsnot ExpressVPN
  • Organisations replacing a manual patch-verification process with agent-reported evidence that a fix actually landednot ExpressVPN

Where each one falls short

Documented limitations, not opinions. Every one is a constraint you would hit in normal use.

ExpressVPN

  • Ownership passed in 2021 to Kape Technologies, formerly Crossrider, whose earlier browser extension platform was widely used to distribute adware, and Kape also owns VPN review publications, so nominally independent rankings a buyer consults may originate inside the same corporate group.
  • In 2021 the company's then chief information officer was named in a United States Department of Justice deferred prosecution agreement over work for a foreign government's offensive cyber programme and remained in post, which is a governance fact that sits uncomfortably alongside a product sold entirely on trust.
  • Audits are point-in-time engagements against an agreed scope, so they establish that specified servers and code matched the stated policy when examined, not that the infrastructure behaves the same way today or under different ownership.
  • Several country locations are virtual, meaning the hardware physically sits elsewhere, and after India's 2022 directive requiring VPN providers to retain subscriber data ExpressVPN withdrew its Indian servers, so an Indian connection is routed through hardware in another country, which matters if you need genuine in-country routing.
  • There is no port forwarding and no dedicated IP option, so seeding torrents, hosting a service behind the tunnel and any inbound connection do not work, and users who need those capabilities have to use a different provider.

Qualys VMDR

  • Licensing is per asset and each capability is its own subscription, so patch management, endpoint detection, web application scanning, container security and policy compliance are separate line items, and the platform demonstrated in a proof of concept is rarely the platform in the quote.
  • Ephemeral cloud instances consume asset entitlement until they age out of inventory, so an autoscaling group that creates and destroys hosts hourly can burn licence capacity on machines that existed for minutes, and controlling that means tuning purge policies rather than tuning the cloud.
  • Authenticated scanning produces materially better results than unauthenticated, but it requires storing and rotating privileged credentials for every target platform, which is a security project in its own right, and teams that skip it receive reports full of unconfirmed potential findings that nobody trusts.
  • The console is a set of modules with separate interfaces, search syntaxes and report engines, so an analyst moving between vulnerability management, policy compliance and web application scanning learns each one, and cross-module reporting usually ends in a spreadsheet or a script against the API.
  • The tool surfaces findings far faster than any organisation can remediate them, and it does not solve the ownership problem: without an agreed prioritisation policy and a named owner in IT operations, a first scan producing tens of thousands of findings becomes a dashboard that everyone learns to ignore.

Answered from the vendors’ own pages

ExpressVPN: Who owns ExpressVPN?

Kape Technologies, which acquired it in 2021. Kape was previously named Crossrider and also owns CyberGhost, Private Internet Access and Zenmate, along with the review sites vpnMentor and Wizcase.

Qualys VMDR: Agent or scanner: which do I need?

Usually both. The agent covers endpoints and servers you control and gives continuous data; scanners cover devices you cannot install an agent on, such as network gear, printers and appliances, and provide the external perimeter view.

ExpressVPN: Is the British Virgin Islands jurisdiction actually useful?

It has no mandatory data retention law and is outside the Five, Nine and Fourteen Eyes arrangements, which is the reason it was chosen. It also means limited practical legal recourse for a subscriber, so the jurisdiction protects the company's ability to hold no data rather than protecting you against the company.

Qualys VMDR: Does it patch as well as detect?

Yes, through the Patch Management module, which is a separate subscription using the same agent. Core VMDR detects and prioritises but does not deploy fixes.

ExpressVPN: Has the no-logs claim been audited?

Yes, repeatedly. PwC and KPMG have examined the no-logging claims and the TrustedServer architecture, and Cure53 has reviewed the applications, extension and protocol. The reports are published.

Qualys VMDR: How are assets counted for licensing?

By the number of assets in inventory, which includes cloud instances and containers depending on the modules in use. Short-lived cloud assets count until they are purged, so purge settings directly affect what you consume.

ExpressVPN: Can I torrent with it?

Yes, peer-to-peer traffic is permitted on the network, but there is no port forwarding, so you can download but you cannot accept inbound connections and seeding performance suffers as a result.

Qualys VMDR: Can I keep the data in a specific region?

Yes. Qualys operates several regional platform instances and you choose which one your subscription lives on. Moving between them later is not trivial, so decide before onboarding.

ExpressVPN: Does it work in China or similar networks?

Sometimes, using obfuscated connection modes, but no provider can guarantee this and availability changes without warning. Treat it as best effort and have a fallback.

Qualys VMDR: Does it scan web applications?

Web Application Scanning is a separate module licensed per application, not part of core VMDR, and it is a dynamic scanner with the usual limits around authenticated flows in single-page applications.
