- HISP UiO introduced a Shared Services Fee in 2025, so organisations that depend on DHIS2 are now being asked for an annual contribution that did not previously exist in their plans.
- Development funding comes from a small set of donors including Norad, the Global Fund and the Gates Foundation, which concentrates the platform's long-term direction in the priorities of those funders.
- Implementation capability is concentrated in regional HISP groups, so a country whose local HISP group is overstretched has few alternative suppliers with equivalent expertise.
- Analytics performance depends heavily on how metadata was designed at the outset, and a poorly structured initial configuration produces slow dashboards and bad indicator definitions that are painful to correct years later.
PathAI
- AISight is labelled research use only and cannot be used for primary diagnosis; only AISight Dx carries the FDA clearance and CE-IVD mark, and laboratories regularly buy the wrong configuration and discover they cannot sign out on it.
- The software licence is usually the smallest line in a digital pathology project, behind scanners, storage and network capacity, so a business case built around the software cost understates the real investment by a wide margin.
- Whole slide images are very large, so a laboratory that does not model storage growth and retention policy from the start faces storage costs that grow faster than case volume and dominate the renewal.

DHIS2: Who owns and develops DHIS2?
The HISP Centre at the University of Oslo, funded by donors including Norad, the Global Fund, the Gates Foundation and Wellcome.
PathAI: What is the difference between AISight and AISight Dx?
AISight is for research use only and not for clinical diagnostic use. AISight Dx received FDA 510(k) clearance in June 2025 for primary diagnosis and is CE-IVD marked in the EEA, UK and Switzerland. Only the Dx configuration can be used to sign out cases.
DHIS2: Is DHIS2 free?
The software is free under a BSD licence. Implementation, hosting, training and support are not, and are the dominant cost.
PathAI: Can we use our existing scanners?
Yes. AISight is designed to ingest images from multiple whole slide scanner vendors, which is one of the main reasons laboratories choose an independent image management layer.
DHIS2: What is the Shared Services Fee?
